Committed to opening access to tertiary education all inclusive, CeIR is intended to help qualified secondary school leavers defeat monetary, geographic, biased, and individual constraints keeping them from tertiary education. The college and university component offers cohort and two-to-four-year certification programmes in Computer Sciences, Business Administration and Health Sciences, and masters programmes.
